Newport Beach describes residential express permits as a route for simple single-scope work. Its online guidance explicitly excludes remodels and projects requiring multiple permits and plan review. A fireplace redesign should be described in full when confirming the application path.
City of Newport Beach: online permitting ↗Begin by separating the observed problem from the desired update. Keep photos of the existing appliance and chimney, the model information and a list of proposed changes together. Ask for an assessment of the current system before making the new finish the basis of the repair scope.

Can a fireplace remodel be treated as a simple express permit?
Do not assume so. Newport Beach says express permits are not for remodels or projects needing multiple permits and plan review. Confirm the complete proposal with the City.
City of Newport Beach: online permitting ↗What should I include when asking about the permit route?
Describe all intended changes, including the appliance, venting, gas connection and building work. The City’s distinction is based on project scope, not the name of the room or fixture.
